Bro, check if the number is on Facebook or Whatsapp, then, add him up on Facebook or use a female dp to chat him up on WhatsApp. Get to know him better and arrange for his/her arrest.
Alternatively, you can report the case to the network provider; I suspect that number is Airtel line. They can help you with more details of the owner of the sim card.

Or you can send a mail to the email address, like a mail that was meant for you. You can open another email with a company name. And send him a message that "you have won the contract" and the company has approved the sum of 50million to be sent to you for a start. Then ask they he sends his updated details and account information. From they you may get to know the person.
But remember, don't rush him or push as if you are desperate to know him so he won't suspect. If you want me to help you, you can contact me
