D current plans by d state & fed govts r woefully inadequate and give d illusion of orderliness; but will only cause even greater spread.


lagos must b d vanguard in a total national lockdown, to ensure proper testing of several thousands each day (as opposed to d few hundreds mentioned). To dis end, d govt will request nay, DEMAND d appropriate number of test kits and other facilities from those donated.


Simultaneously, a lawsuit must be filed against d fg for leaving ports open, despite a national outcry; thereby causing d reckless endangerment of state residents, incalculable loss of revenue; and d sickness and death of citizens.
Dis will clearly draw a line in d sand as to d lasg's loyalties- to lagosians, instead of buhari & abuja.
Prevention is ALWAYS better than cure;

There will be an EMERGENCY STATE-WIDE CALL TO SERVICE, ESCS:


1. GOALS
Enforce a full lockdown.
Contain the spread.
Detect the infected.
Treat all affected victims.
Provide food & basic amenities to d poorest communities.
Continue d education of ALL children.
Stimulate and diversify the economy.
Kickstart a machine tooling, parts production & industrial hub in EACH local govt area.


2. PERSONNEL
All project managers of whatever capacity, active or retired, are to report directly to the lasg's liaison for the ESCS- with immediate effect.


The following are called from private practice, or recalled from retirement, into active voluntary service:


All medical, dental, pharmacy, lab science, microbiology, nursing and related professionals.


All penultimate, final year students and graduates of the above.


All religious houses and traditional palaces.


All media outlets.


All teachers and lecturers.


All mechanics, machinists, engineers and architects.


All retired military personnel.



3. RESOURCES
The following are now under the control and supervision of state services:


All medical facilities.


All educational facilities.


All hotels, guest houses, restaurants and event centres, etc.


All trucks, lorries, trailers, water tankers, heavy-duty vehicles, cranes, water transportation vehicles, etc.


All water production facilities, alcoholic beverages producers, plastic and nylon producers, glass manufacturers, warehouses and factories, etc.


A state-owned port to coordinate incoming donations, goods, etc & bypass d congestion in other ports.


4. REQUIREMENTS
Immediate and massive quantities of the following:
Hand sanitizers, face masks, industrial disinfectants, latex gloves;
Hazmat suits, full body coveralls, elbow length gloves, thick industrial gloves, industrial strength waste bags, medical waste bins;
Stick-on medical signage, stabilizing units, test tubes, manual centrifuges, etc.




5. FUNDING
All public sources of funding- both state and federal:
security votes, emergency/disaster relief funds, etc.
Minimum 1% of nse valuations.
50-75% of all savings by ALL religious institutions.



6. PROJECT MANAGEMENT


To coordinate all d above, d PMs must shine in dis hour of darkness- as must we all.
A state-wide effort involving so many people, parts and processes is a herculean task.
We must succeed.
