4. CERTIFICATE OF OCCUPANCY (C of O)

This certificate is issued by the state government to lease a parcel of land to an applicant for a period of 99(ninety-nine) years. In the Federal Capital Territory, the applicant is issued a RIGHT OF OCCUPANCY (R of O) for the same number of 99 years.
In Lagos state there are two types of C of O. The Global C of O which is issued to a community and the normal C of O issued to an individual.

5. GOVERNOR'S CONSENT

Certificate of Occupancy (C of O) or Right of Occupancy (R of O) can only be obtained by the first person on the virgin land. If for any reason that person decides to transfer ownership of the land to another person, the new occupant on the land must apply for GOVERNOR'S CONSENT for the government to recognise the new occupant of the land as the bona-fide owner.
