Only WHO can answer your question. However we know this is a novel virus and the post you quoted on Twitter it was written that research from experts in China. So it was not a WHO research but one shared with them by China. Also cutting funding will not hurt China but emerging economies in Africa and others. If someone needs to be hurt it has to be China.

WHO does not have a crystal ball, they work with in-country partners. They have their offices in Nigeria and all over the world and they were relying on the information given to them at that time.
