Just listened to Ebonyi State Gov #DaveUmahi on TV ask Enforcement Officials to flog citizens on the streets over #covid19lockdown violation. No, Governor, You are Wrong! You have no power to violate the Constitution & inflict indignity or inhuman, degrading treatment on Citizens.. The Anti Torture Act 2017 makes it a criminal offence for the police and others to subject a person to torture, inhuman or degrading treatment. Section 34 of the Constitution states that no person shall be subjected to torture or to inhuman or degrading treatment.
