Hon Benjamin Kalu, a lawmaker representing Bende federal constituency, and the chairman of the Media and Public Affairs Committee appeared on channels TV to respond to the controversial NCDC bill before the house.

Responding to VIDEO evidence that the bill passed a voice vote despite naysayers having a majority, Kalu stated infamously that "(a voice vote) is not won based on the loudness of the voices, but based on the number of the voices". He elaborated further by claiming that "the leadership had to listen very well to hear old legislators who couldn't shout, and when adjustments were made for these persons, the yays had it despite the nays sounding louder"

The controversial bill, scaled 1st and 2nd readings without members of the house having a chance to debate on it. Sponsored by the speaker of the house, Hon Femi Gbajabiamila, the title of the bill suggests a repeal of the Quarantine act, and replacing it with a more powerful NCDC Act. Hon Femi's freudian slip during the presentation - " a bill for surveillance of propaganda" summarizes what the bill and its sponsors intend to achieve. Amongst other things, it vests limitless power on a Director-General who (or whose agents) would be able to declare any area an isolation area, obtain a corpse for an autopsy, detain citizens on suspicion of having an infectious disease - without a warrant, forbid any meeting, gathering or public entertainment under the guise of preventing the spread of an infectious disease, enter any private property to obtain any book, letter or report that the director-general feels is relevant in the discharge of his duties. The capstone is that, the DG and his agents are absolved of all form of liability that may occur as long as they were "acting in good faith".

The proposed bill met stiff resistance on the floor of the house, and despite the naysayers having a majority in the voice vote, the bill scaled through. The bill bears a striking resemblance to a similar named bill passed in Singapore during the authoritarian regime of Lee Kuan Yew. This would not be the first time, the Nigerian Legislature has apparently plagiarized a Bill from Singapore, the infamous and vehemently protested against "Protection from Internet Falsehood and Manipulations Bill 2019" was also copied verbatim. It is assumed that NCDC Bill attempts to capture some of the sentiments of the rejected anti social media Bill.


Many others see the Bill as a fresh attempt to stifle the media and citizenry in the face of worsening economic conditions and expected austerity measures as a result of a fall in the demand for Crude, and the ongoing pandemic.

OP, the topic is misleading!!!

this article is best titled Femi Gbajabiamila's VERY dangerous bill!!!

This bill shouldn't be spoken about in a country as politicized as Nigeria

Such a power in the hands of an individual simply means: RUGA can easily be achieved

How do you determine good faith in a multi-ethno, religious country like Nigeria where even the president clearly showed nepotism

You cannot forcefully take people's properties without negotiations, compensations and what have you undecided

Any bill that does not make palliatives measures compulsory under these circumstances, is anti-people's bill!!!

And should be thrown in the refuse bin ASAP!!!
