The rule was lifted in 1995. The first recipient to benefit was George Weah. That's why those 2 didn't win it.

Like in S. America till today, to win the South American player of the year, you must be playing in the South American League. The likes of Tevez (Boca Juniors), Neymar (Santos), etc...all won it before they came to Europe but can't win it now because they play outside South America.

Thierry Henry 2002 and 2004. He was the best striker during that period. Scoring 40 goals and helping arsenal to reach 49 league matches unbeaten in 2003/2004 season.

I'd give Eto'o. Perhaps if he was white he'd have won. It's a shame after his heroics with Barcelona he never won that prize.
There's also Iniesta in 2012. The prize was given to Messi, and frankly you could say he deserved it. 91 goals in a calendar year and an almost constant trademark exhibition of the close control, genius dribbling and awesome finishing. Nobody came close to Messi that year. But Iniesta also deserved it, in fact, Balon D'or officials wrote an apology letter to Iniesta some years after. Spain were phenomenal in the Euro Championship that year and Iniesta was their best player by far.
There's also Sneijder in 2010. Arguably one of Balon D'ors greatest blunders. Sneijder was absolutely phenomenal that year. He basically reinvented the playmaker position and I doubt he ever made that kind of performance in his career till he retired.
