IPPIS: ASUU Plunged FG Into N800bn Debt, Says Ngige by ogododo: 7:15pm On May 31, 2020
The Minister of Labour and Employment, Dr Chris Ngige, has said there will be no going back paying University lecturers with the Integrated Payroll and Personnel Information System.

While stating that IPPIS had improved the effectiveness and efficiency of payroll administration, Ngige said before its implementation in the university system, the Academic Staff Union of Universities allegedly plunged the Federal Government into N800bn debt resulting from irregularities in payroll.

Ngige stated this in an interview with reporters in his Alor home, in the Idemili South Local Government Area of Anambra State.

He said the main reason ASUU went on strike was because of the introduction of IPPIS that had allegedly blocked loopholes for pilfering and exposed huge fraud in the system.

He said in the old payment order, “taxes deducted by bursars and the Vice-Chancellors were not reflective of the taxes of Pay As You Earn”.

He added, “They are not, and because they are not, the shortfall in the taxes they deducted, the various state governments where those universities are domiciled have petitioned the Joint Tax Board to demand this shortfall to be paid by the Federal Government which is the principal employer of these university teachers.

“And over some time, that has accumulated into about N800bn which the Joint Tax Board has billed the Federal Government as monies that have not been paid to those sub-national governments, the state governments.

“And the Joint Tax Board is the enforcer. So, the Federal Government through the Accountant-General had to pay that money, over N800bn.

“IPPIS takes care of all these shortcomings. ASUU refused and insisted that they have a system that is better than the IPPIS; that the IPPIS has some shortcomings; that it doesn’t capture those who are on sabbatical. It doesn’t capture visiting lecturers and some other things they mentioned.”

The Minister claimed when the government asked ASUU to come forward with a payment system it (ASUU) claimed was better than IPPIS, the university teachers petered out.

The IPPIS doesn't have any package for payment of allowances to lecturers. Therefore, It's only the basic salaries they now earn. So how does federal government expect them to call off the strike and diligently work when they are forcefully enrolled into IPPIS and striping them of some allowances that make their salaries tangible.


BEFORE YOU CRITICISE THE LECTURERS TAKE A LOOK AT THIS;

Take home salary for lecturers after IPPIS deduction without allowances:
PhD LII is #130,000
PhD LI is #163,000 plus min. 3 years post PhD
Senior Lecturer #235,000 plus min. 6years post PhD
Professor ��‍� #345,000 plus min. 10 years post PhD
Senior Professor ��‍� #423,000....
Minimum of 3years gap with hard work. Many spend as high as 5years before they can move up the ladder of promotions.

REMEMBER
From these peanuts of a pay;
They teach a crowd for a class
They supervise multitudes
They attend conferences from their pockets
They attend seminars from this peanuts
They write and publish articles in reputable journals (enquire the cost of publishing).....etc
They undergo rigorous stress to carry out research.
They spend minimum of 4 years in BSc
They spend minimum of 2 years in MSc
They spend minimum of 3 years in PhD (in Nigeria is near impossible they even spend upto 5 years and above).

Consider their rigours, the pain, the emotional trauma, physical drain, brain drain, intellectual drain they go through just to be qualified for their job specification...

I think our Lecturers work like elephants and earn like ants, they deserve a better pay or renumeration.

In terms of welfare:
You know that 50% of your lecturers don't have good offices/furnitures.
Most lecturers lack good working environment.
Most lecturers handle/teach a crowd of students yet they still try to deliver lectures in such environment (instead of the normal 30-50 students class size).
Most Lecturers supervise projects at their expense.
You want his best yet you deny him the best.

When you compare this salary with those of other Federal Govt agencies it's very very ridiculous.
If you compare it with Universities abroad then Nigeria �� salary scale for lecturers is infinitesimally small.

Before you criticise them;
First put yourself in their shoes.
Could you have studied to PhD just to earn #130,000?
Could you have invested the better part of your life upto Prof just to earn #345,000?
Think! They may not have been the best they should yet they are among the best in the world especially if they are giving the right environment to practice.

Before you criticise ASUU/Lecturers think.
Except you are happy with the state of the university system.

NO COUNTRY CAN GROW BEYOND IT'S VALUE FOR EDUCATION.

I think ASUU should be concerned about correcting any genuine irregularities in salaries arising from adoption of the IPPIS platform. I know some civil servants who initially had their salaries slashed by the system but have been fully paid all the shortages.

This strike was uncalled for!

If ASUU as association of intellectuals cannot rally round and develop an alternative payment sofware that captures peculiarities of university system as demanded by Federal Government then should stay on IPPIS until they shake off their intellectual laziness and provide better alternative. Simple!

Clearly Ngige and Co are lying here saying ASUU has plunged FG into $2billion debt but I think ASUU should have just entered this IPPIS thing instead of just being adamant and going on strike especially when one considers that their alternative, UTAS is not yet ready!

It doesn't make sense at all. That's why some lecturers have to engage in other nefarious activities to make ends meet. These activities include accepting bribe for mark and lecturing in more than one tertiary institution. Instead of our government to look for ways of bettering the learning environment in our tertiary institutions, they are trying to cut down on the little the universities survive on. This is not the ideal and should not be encouraged in any way.

I dey among those people way carry out the enrollment of tertiary institutions staff into ippis[ Uniben to be precise]
Every thing way ippis dey deduct from Tertiary institutions salary are legit. Everything dey law

National housing scheme
The right tax( before they were not paying the appropriate tax]
No university is entitled to peculiar allowance
Concerning other allowance
Tertiary institutions should meet with salary and wages commission to formalise any agreement
They are the body responsible for that not ippis
So ASUU, Nasu, ssanu and naat should stop crying and dirsturbing ippis
For those federal tertiary staff expecting salary. Don't worry your salary is gonna be paid between now and next tomorrow
After polytechnic before colleges of education then universities

Negligence of the education sector was what brought us into this quagmire. Education is the only way to take Nigeria out of its present state. Take education away then all hope is lost.
