Sometimes you need to read. Calm down and read again. Slowly.

The ad says not more than 18 months experience. This means you can have 0 working experience or 1 year. But it shouldn't be more than 1 year and 6 months because that's already an experienced hire.

Masters degree isn't a requirement. It's an added bonus. Same goes for professional certification. And yes, there are folks with an Msc who are below 26.
