Our government feels it owes the continent favours for support during the liberation movement. Going back to your first point I do believe the masses know better than the government on this migration issue because they are the ones who live in the affected communities. Government officials don't live in the inner-cities and squatter camps where these tensions arise. The ANC government has completely failed to be in step with the people on this particular issue and that's why it's so explosive in SA.
