What is the role of a house speaker or ward chairman... if
Majority in the house could easily accent a resolution. Without the speakers accent/signature or consent...will it be legally binding? Especially when the speaker/chairman is still in power...Lawyer's in the forum please

"Resolution by majority members of the house" is binding and the Speaker has no such power as "withhold assent"

Majority in the house could easily accent a resolution. Without the speakers accent/signature or consent...will it be legally binding? Especially when the speaker/chairman is still in power...Lawyer's in the forum please

You are a clown. It is not even necessary for the speaker or deputy speaker to be available for the house to sit and take a decision. Once a quorum is formed, the available lawmakers can elect a speaker pro tempore and carry out the business of the day. Whatever decision they reach is binding on all members of the house.
