What is the role of a house speaker or ward chairman... if Majority in the house could easily accent a resolution. Without the speakers accent/signature or consent...will it be legally binding? Especially when the speaker/chairman is still in power...Lawyer's in the forum please |

"Resolution by majority members of the house" is binding and the Speaker has no such power as "withhold assent" 1 Like |

BERNIMOORE: You are a clown. It is not even necessary for the speaker or deputy speaker to be available for the house to sit and take a decision. Once a quorum is formed, the available lawmakers can elect a speaker pro tempore and carry out the business of the day. Whatever decision they reach is binding on all members of the house. 2 Likes |
