Senators and House of Rep members represent all the constituencies that make up Nigeria. So giving them slots for their constituencies is Federal Government way of ensuring that nobody will say that a part of Nigeria did not benefit from the program. The Senators and House of Rep members in turn are to take their slots back to their constituencies and identify verified voters who belong to the constituencies who should benefit. That's how I see it.
