This evening I closed work early to avoid traffic jam I experienced yesterday as a result of bad road but after waiting endlessly for the car to move suddenly, the driver stopped at a fuel station to buy fuel and passengers were expressing their displeasure.
How do you react to such

It's simply because they don't have any money at hand and it's commuters money they will use in fueling the bus before moving

Most of the time, they are not the owner of the vehicle, so they don't want to have excess fuel in the vehicle when returning it giving another driver to use.
They deduct their profit per trip to avoid using revenue generated on another trip to finance the trip current trip, that's why they pay union levies after loading passengers.
To avoid stories that touch, eg, law enforcement officers taking the vehicle from them before loading while filled up with fuel.
