This is a government that could not give palliative to her people and still want complicate issues for it's citizenry.

People that don't av enough to feed themselves with are people in are expecting to pay N25,000 for the test, make the state better, improve pay of workers, make social services important then the likelihood of people going to get themselves tested is there!

It works because some of the parents affected are also part of the govt and they didn't welcome because directly or indirect they are affected.
It wont work if it is applicable to only govt school.
