Remember the Chief Judge is a Civil Servant and of the House met the constitution requirements the chief judge can’t stop them.

There's one Committee that is required to be constituted by the chief judge before he can be impeached. If the chief judge doesn't set up the committee they can't go through.

From here now they can impeach the governor
