Well, someone officially put that nonsense in the report to ridicule the military whose job is to neutralize threats and secure territory, period. They have no business with personal property be it livestock, automobiles, furniture, luggage, school books, musical instruments or even a barber's chair.

They secure territory, neutralize enemy combatants, capture renegade elements and let the police coming closely behind clean up and restore normalcy. It is the police that does housekeeping not the military.
