I own a forum like nairaland but somehow different in its operation.

So I need someone that help set up a unique advertise page where which is basically going to be top & below banners, featured post (usually sticky to the top of the forum for a certain period of time which is presently active but the billing is what I need to connect) & lastly sponsored post where members get the messages in their inbox then share on their social media pages.

Pls help me work out proper way to get this done then a TV page as well.
