First time I'm seeing this particular picture but I want to believe that it was taken during World War I... Looks like an Ottoman official to me.

Makes sense since the Belgians and the Ottomans found themselves on opposite sides of the Great War- The Belgians on the side of the Entente Powers and the Ottomans on the side of the Central Powers.

Take a look at his shoulders and his whole posture. You can see a man who had already resigned himself to his fate- his grim fate.

He was only praying to whatever he believed in to grant him safe passage to the great beyond. Pretty much what you might call the "last prayer".
