Buhari was a govenor of North eastern state an area now covering Borno, Bauchi, Gombe, Adamawa and Taraba States and then a General officer |Commanding a brigade, then an influential Nigeria's oil Minister and then the Head of State and then The Executive Chairman of PTF. He is a man who does not believe in accumulating personal wealth; certainly not from peoples treasury. Buhari has no plot or house in Abuja, he has no filling station or such business as oil exporting licence. But People like Nsiman will never believe that. The majority of us human beings are like our cousins - other animals - get the best of pleasure and eatby any means even if you have to trample peoples right and even kill them. That is animal behaviour , a lion, tiger or even a he -goat lives like that. For some people human development is uppermost ; they need no reward the ir objective and what pleases them most is to see improvement in peoples lives. I will place Buhari amongg such persons. PTF was the best utilization of government money seen in the history of Nigeria. Everthing was taken into account and external independent auditors audited PTF accounts every year and these were published - you can get them if you  want to . That is why all the most detailed investigation by Obasanjo's men could not point out anything to indict Buhari and I know that Obasanjo was desperate to prove something and put Buhari behind bars- He was disappointed.When people talk about skewed distribution, of PTF work they dont want to use any figures , they refuse to acknowledge facts- it was the most equitable organization and I acn say more on that. Professsionals, manufacturers, accountants, health and financial consultants had a great time maturing in their profession having confidence and earning from the resources of their countryall-be it small fraction (just 2 Naira per litre sold) .North, South. East and West people confidently practiced their work and could boast of more than [/b] food on the table and legally so. That was PTF and it is the Buhari way and he can do better now with the New Understanding of the need for his type of Nigerians - selfless Nationalist with no desire for personal wealth and having the best goodwill for all Nigerians.

Among the regions/states that existed then, mention each state/region and project(s) executed by ptf that u claim N30b was used to execute projects accross the nation. I'm waiting .

Nsiman again ! asking about how the PTF 30B was spent. Both you and have access to these figures especially if you live in Nigeria. PTF worked in the formal sectors of (1) Road construction and transportation (2) Education (3) Health (4) Agriculture(5) Water Supply (6) Other Projects - this means projects worth doing but did not fit well among the first five. Buhari's PTF was governed by a board of trustees from the 6 Geopolitical zones of the country with Buhari as the Chairman. Chief Rufus Giwa was for the SW, Professor Clark for the SS, Professor Ikoku for the SE, Chief D.B. Zang for the North Central , Alhaji Ahmed Talib for the NE and Yahaya Gusau for the NW. One important additional member from the SS was |Chief Tayo Akpata who was a board member and a powerful secretary of the board. There were only 3 Directors reporting to Buhari and to Chief Tayo Akpata. The 3 Directors were (1) The director of Programs  Dr. Ochi Achinivu from Abia State - he had the control of all the six service areas I mentioned above and also the Monitoring and evaluation division, (2) The Director of Finance Hassan Muazu is from Southern Kaduna and the Director Admin Chief Oyero was from Ibadan Oyo state. The divisions were headed by dDeputy Directors who were fully qualified people carefully selected through adverts and transparent interviews but from all zone of the country. I can give you the details of their names and where they came from if you want.

Now we go to projects - starting with the big spending which is Roads. Thousands of Kilometers of Roads were built across the country and in equitably selected cities within each zone. Buhari's ideaa was to select the best construction  contractors to work for all roads but the zonal representatives i.e board members had the option to disagree. Most of the zones selected Julius berger - remember the kilometers and money allocated was equitable per zone. Cities were considered according to size. Lagos understandably had more township roads than any other city (42 Km)  Areas for construction were selected by the states in township roads. Other cities like Enugu ,Jos, Kano and Ibadan had a range of 22 to 30 Km of township roads.
You will remember that Board members can object to choice of construction company but SW ,NC and NE all agreed to the Selection of Julius Berger JB - well known for quality work. The board member for the SE brought his own contractors and insisted on them ,even thouggh they were less well known and have not establishred a history of quality. That explains largely why the roads in the SE were not as good as in other zones by the time Obasanjo dissolved PTF. It is on record that Buhari in his physical field inspection of roads stayed and kept all his staff stading and puttng pressure on the contractors between Aba and Enugu all evening , all night untill 2 am! at night in that forest. Many PTF engineers were later on joking ans saying that the man has suddenly turned into a Genral thinks we are soldiers and fihting . They said it must be some residual effect of the Military injections given to them at times of war!
This is a long story and if Nairalanders want to know the truth I can continue and give the details of work in other sectors and how equitable they were. In water and other sectors |Lagos still had the lion share where Ijora water station gulped one billion Naira directly given to Lagos government fby PTF for the completion of that project. Ikoyi /Victorisa Island Water supply took 850 Million Naira. etc, etc. I can go on to more on Roads and water and then to Education,health and to other projects to enlighten people like Nsiman. And Buhari did not want take any of these for himself or his relatives.

PTF Projects: The Abacha regime created a parallel government through the Petroleum Trust Fund (PTF) headed by Major General Muhammed Buhari. Nothing else typifies the marginalisation of the Yoruba than the lopsidedness of the projects carried out by the PTF. Figures from PTF Situation Reports (Vol. 2 Dec. 98) show that the PTF carried on as if there was no South West.

Of all the roads rehabilitated by he PTF, only 1984.5 kilometres of roads representing 10.84 per cent were carried out in the South West; from where the bulk of the PTF revenue came since the zone consumes over 60 per cent of refined petroleum products. All the Southern States had 4,440.43 kms or 24 per cent of road rehabilitation as against 13,870.47 kms or 76 per cent in the Northern States zone three comprising the North-West States of Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara had a lion share of 5020 kms or 27.42 per cent because the Fund’s Chairman, Buhari and the military dictator Sani Abacha were from there; zone four comprising the North-East States of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe picked 23.48 per cent. This is the zone where Salihijo Ahmed, the late Chief Executive of Afri-Project Consortium APC, the sole consultants that supervised all PTF projects came from.

Figures in other sectors were more scandalous. For instance, under the National Health and Educational Rehabilitation Programme (NHERP), the South West had zero allocation in the tertiary programme, while the North picked 100 per cent. In the vocational programme, the South West had zero while the North had 97 per cent. In the primary area, the South-West had zero against 88 per cent for the North and in the secondary area, it was zero for the South-West and 86 per cent for the North.

The health sector is similar. For the Teaching Hospitals, the South-West had zero while the North had 62 per cent. For the Specialist Hospitals, it was zero for the South-West and 71 per cent for the North; in General/State Hospitals the Yoruba had nothing while the North had 56 per cent for health clinics, it was zero for the South-West against the North’s 100 per cent.


Under the food supply summary, the Southwest had 7.26 per cent compared with 83 per cent for the North, Buhari’s zone having 60.54 per cent to itself.

Buhari and Ribadu are two fine gentlemen. But if both are choices between winter and summer, I’d tell snow Ribadu to melt away fast like butter, and take comfortable in the sunniness that Buhari brings. Buhari is the way, the truth and the light for Nigeria’s 2011 presidency.

We must tackle Wale Adedayo head-on because it’s his likes that condemn Gani Fawehimi as a fanatic when he vied the presidency in 2007. Many politically incorrect Nigerians bought their argument that Gani was rascally irreparable and hence unfit for presidential office. That was not the case as they make-believe with Gani then. And today we’re worse for it. So whenever you see people with Mr. Adedayo’s mindset, tell them to ‘carry your problem dey go.’ Let’s say Gani was fanatical about uprooting corrupt leaders – so, what’s wrong with that? Buhari has his own share of hatred for corruption and people are turning it against him.

Meanwhile, let me dismantle Wale Adedayo’s core issues and make them fall like domino effect:

The writer missed a great opportunity of supporting his own arguments right, when he said that PDP would win Northern Nigeria due that Buhari is not popular yonder. The trend in all the polls so far says that Buahri is leading the North by storm. Even when Buhari was interviewed by SaharaReporters.com recently, the interviewer started by congratulating him opining that the taxi driver who took him from airport said he’ll vote for Buhari. Wale isn’t abreast of the recent political goings-on. He should be updated before roaming public with his half-truths and utter misrepresentations of Buhari the man as it concerns our political and leadership space.



Secondly, if Buhari could container Umaru Dikko, his townsman from Britain to face corruption charges in Nigeria, your mussing that Buhari has ethicised personality is null and void. It’s also scandalous stating that his ethnic bias for ‘Yoruba Nation’ made him not attend to roads and commercial activities in your area.



More so, I do not think that you scored any mark for onetime president Obasanjo when you rated him more of a nationalist than Buhari. If your sense of nationalism is proper with Obsanjo who went to Aso Rock with twenty thousand Naira and came out as the richest man in Nigeria. Then I don’t want to live with you in the same country. Mr. Wale aim seems geared toward praising Ribadu and Obsanjo in one swing.



And lastly, if it’s correct like Mr. Adedayo said that Northern cabal and co. love Ribadu. The reason is because the political class know that Ribadu would cut certain corners like compromise statecraft to steer the ship. This is the same reason he’s pitching his political tent with people like former Lagos State governor – Bola Tinubu. Buhari presidency would be nightmare scenario for corrupt politicians and their hangers-on. Anyone who’s admired by the political class as Adedayo opines of Ribadu; that candidate should consult the oracle or Modesty for deliverance. If cabal people in Nigerian find any presidential candidate fly, and are down with him, that particular person is anti-masses and pro-establishment. The downtrodden want a break from business as usual which has done us in. The masses should take the sway while officeholders are mere accountable servants. Any pundit or smart politicians will distance him or herself from the support of corrupt politicians during this election period.

there is one certain thing that i think all nigerian want, good life for us and our children,
The rulling party and its flag bearer has make sure in the last 12. Years that;
1. An average nigeian will not see light, so that we will be in darkness, in other word, we will not see what they've been doing.
2. That an average graduate will be semi illiterate to the point that our IQ is nothing to talk about.
3. That our life shall be wasted in death trap on roads, in order word, they dont want us to live long.
4. That all the state apparatus will be used to keep us silent for life which is evident in our life everyday.
5. That there is no good health care for us, in other word, untimely death, my fellow brothers and sisters dies from common ailment.
6. That our voice will never be heard when election comes, so everytime they always rigged election.

The most disturbing side of it is that we find it hard to reason rationally now cos most of us are semi illiterate, to the extent that we now eat from our enemies pot which is the PDP.
Immagine a graduate that cant differenciate between truth and fausehood.

They have been using religion, ethnicity to rule us and its really working for them, but i say now we have a chance to vote for change, vote wisely not because am from south, i don't want north to rule, vote the person u belief we move us forward .

Remember ur action today will be use against u tomorrow like as people are using it against Buhari.

For me and my family, we are voting and guarding our vote for change.

I will tell my children,

Dear Nairalanders X- factoria above has been quoting from his dreams ignorantly or mischiviously to show that PTF did nothing for the SW and naive minds like agaba 123 seem to be sucked in.
PTF was a well planned program and executionmay not be 100% in quality but was the best in Nigerias public service history in equity and reach to all corners  of Nigeria. I will take the sectors one by one and I will at first concentrate in the SW for the sake of Mr. x-factor.
Chief Tayo Akpata was the Secretary and board member of the PTF and the most important advisor to the Board and the Chairman , although he is a High Chief of the Benin Kingdom he spent most of his working life in Ibadan and married an Ibadan woman , he was one of the leadding elites and part of the intelligensia of the old western region. (May God continue to bless him and his noble family) he is a good Nigerian and could not sit and see the SW cheated.  Chief Adebayo Oyero was the Director of PTF administration for 5 years reporting directly to Buhari and working closely with Chief Tayo. Oyero is a respected Ibadan indegene who was at one time an LGA chaiman in Ibadan even before PTF. The PTF treasurer for all the years was Mr. Afolabi who kept and looked after and disbusred all the PTF money - he is from the SW. The PTF resident accountant and Deputy Director was Mr. Kola Adedeji from Osun state SW. Dr. Ajakaiye of blessed memory was in charge of PTF Planning Research and Statistics and remember that Chief Rufus Giwa (also of blessed memory) was the very active Board member representing the SW. etc etc these people could never sit down and watch SW being swndled. And more importantly Buhari would never never do that.  In his acceptance speech as PTF Chairman ( dubbed "the no compromise speech"wink on March 21st 1995 he said " , I am a humble and simple manbrought up in the old tradition that [i]cherishes [/i] integrity , " he also said " I have had the good fortune to have received the best professional trainingat the expence of Nigerian Nation, I have also been priviledged to have served the nation at several levels upto the highest position, " he went on to conclude " , orderly and gradual development has virtually ceased ,leaving the public service and utilities in ruins. The regeneration of all these and of urban and rural community lifeis a sacred duty and responsibility those placed in leadership position cannot avoid."[/i][i] I will continuein the next posting ,

On the 6th of March 1996 Buhari was in Lagos to flag off the first and the biggest water supply PTF project for the Lagos Iju waterworks rehabilitation at a cost of N1,050,015,651.00 (one billion and over 50millin naira) and the Lagos.This included the support for the provision of administrative structure to support the Lagos state water corporation.The whole aim of PTF as Buhari said was to support the lagos Govt and its world Bank project to ensure the supply of 137 million gallons of water per day for the city of Lagos.
He (Buhari) said on that day [i[b]]" With the important position of Lagos as the financial capital of Nigeria and former seat of government our ability to meet water requirement in the city will enhance our national pride [/i] "(please note that Buhari is always talking about Nigeria not onee person or [/b] the other.) He also said that [i[b]]" , water revenue from large population of consumers will improve loan repayments effort of Lagos water coporation and improve the coporations credibility, ".[/i][/b]

On the 5th of August 1997 Buhari was again in the SW in Ibadan to launch the N631,913,818.90 support for the Ibadan water supply project to support the ADB effort in that city. This was managed by indegenous NW consultancy services in whih Buhari said on that day[i] [b]" , PTF pays special attention to institutional capacity building and strengthening, to ensure sustainability of the projects."[/i][/b]Please note that the water department of PTF was not headed by somone from SW and no lobby was needed for Buhari to do the necesssary - all other zones received support with water supply efforts but none got as much as the SW . There were of cuorse more places in the SW itself such as the Oke Aleji water project.

I will take health in my next posting and show that the SW because it has more tertiary heath facilities and had 90% of all drug manufacturing outfits in Nigeria benefitted much more than any zone as PTF went out to strenthen each drug manufaturing outfit in Nigeria to ensure self sufficiency and minmize capital flight and conserve foreggn reserve. Please note that there was not a singlle drug manufacturin factory in Buhari's state - Katsina or in the nearby Zamfara,Jigawa,Kebbi or Sokoto . There were one or 2 that qualified in Kano but 99% were in the south and over 90% inlagos and Ogun- Otta, Agbara,Badagry ,Ilupeju etc. This was never a problem for Buhari as these were in Nigeria and the focus is national capacity rehabilitation. I will continue,

People’s Mandate Movement (PMM) after thorough screening, review and due consultations as communicated to her members, endorses Major-General Muhammadu Buhari (rtd.) for President of Nigeria 2011 – 2015 and Pastor Tunde Bakare for Vice President of Nigeria 2011 – 2015. PMM’s initial endorsement was Buhari for President and was extended to the running mate after his nomination. PMM’s endorsement of the ticket is based on the fact that corruption and indiscipline, the foremost problems facing Nigeria would be best handled by Buhari. The addition of Bakare on the ticket is testimony of the plans of a Buhari presidency – government that is God-fearing and people-serving. Nigeria would grow to the admiration of other nations with this kind of government in place instead of “Business As Usual ( ‘Lootocracy’ )”.

Buhari presidency would implement the provisions of the highly rated manifesto of his party, Congress for Progressive Change (CPC) for the upliftment of quality of life of Nigerians and for both infrastructural and economic development. One of such provisions is the bringing together progressive elements in the country to evolve a people-oriented philosophy of selfless service, sacrifice,. transparency, accountability and zero-tolerance to corruption. Another is the building of human capital though reforms in education and health care and strengthening of social services. Under a Buhari presidency with corruption and indiscipline at their minimum, Nigeria would prosper, taking her rightful place in the comity of nations.

All these positive attributes of a Buhari presidency mean among others – roads would be built and maintained, phones would work, NEPA (PHCN) would generate maximum power, industries would emerge and flourish, jobs would be created and there would be security of lives and property. Vote Buhari for President of Nigeria 2011 – 2015. If we do nothing, evil will rule Nigeria. We must vote out corrupt leaders
