Participating in General Elections is one of the most important obligation a qualified citizen is required to perform. Especially in a country like Nigeria where most citizens show political apathy, it’s the duty of media outlets and educated citizens to enlighten others about this obligation.

This content presents you detailed information about voting procedure in Nigeria and the necessary steps to follow.

First thing is voter registration;
Voter Registration is the process of recording and compiling details such as names, age, fingerprints, address and photographs of people eligible to vote into the register of voters.
The Independent National Electoral Commission [INEC] has stated that citizens who are 18 years of age or older, is not subject to any incapacity to vote under any law in Nigeria and have established an “ordinary residence” in a ward or a Local Government Area (LGA) where they wish to vote can register as a voter. A citizen is also qualified to register in the ward or LGA either where they reside or where they are gainfully employed. A person “may choose to travel to his [LGA] or state of origin to register”
Each applicant for registration under the continuous registration system shall appear in person at the registration venue with any of the following documents;
1. Birth or baptismal certificate;

2. National passport, identity card or driver’s license; or

3. Any other document that will prove the identity, age and nationality of the applicant.

INEC stops registering voters 30 days before a general election is held.

According to INEC’s website, voter cards are obtained from a registration center where a person registered as a voter. A list of Registration Area Centers can be found on the INEC website https://www.inecnigeria.org

Types of voters card;
1. Temporary Voter Cards (TVC)
According to INEC, TVCs were issued for the 2011 general elections, and were also used in subsequent elections.
However On January 2019, The Independent National Electoral Commission says no voter will be allowed to vote with the temporary voter card , in the forthcoming general elections;

Francis Ezeonu , Imo State Resident Electoral Commissioner , made this known at an interactive meeting with religious bodies ; members of the Christian and Muslim communities in Imo , “ The smart card reader is expected to read the permanent voters card and once it could not read any card , the person will not be allowed to vote, ” he said. Collection of TVC:
“Temporary Voters Card (TVCs) will be issued to registrants at the point of registration, while the PVCs of those registered in Quarter 1 (Q1) should be ready for collection in Quarter 3 (Q3), and Quarter 2 (Q2) will be ready in Quarter 4 (Q4) etc.

The last week of each quarter will be for display, hearing the Claims and Objections and housekeeping (Data backup, Consolidation, Reporting etc.)


2. Permanent Voter Cards (PVC)
The Permanent Voters Card (PVC) enables registered voters exercise their civic right to vote in the General Elections. The PVC stores information such as biometric data i.e. physical attributes, thumbprint, etc. It protects the information stored in the card. The information on the PVCs are electronically programmed and can only be read /assessed electronically with a card reader.
In order to collect your PVC, You need to present your Temporary Voter’s Card to the INEC Officials.
Only citizens with PVC can vote during elections, so make sure you submit your TVC and obtain a PVC.

How do I Obtain the PVC
According to the INEC’s Guidelines for Permanent Voter Card Distribution 2014, a person is eligible to receive a PVC if he or she
1. Has registered before
2. Is in the register of voters displayed
3. Has a temporary voter card (TVC)
4. Has lost his/her TVC but his/her identity can be confirmed.
5. Is physically present at the collection center
6. There shall be no collection of PVC by proxy.

, in order to collect the PVC an individual must present their TVC. If an eligible voter is no longer in possession of their TVC but their name is included in the voters’ register, they will be required to fill out an attestation form in order to collect the PVC.

What is contained in PVC?
According to information provided on the INEC website, a voter card contains the following information:
1. The voter’s name
2. The name of the state the voter is registered in
3. The name of the LGA
4. The Registration Area/Centre and code
5. The voter’s Identification number.


The PVC has an embedded chip that contains all the biometrics of a legitimate holder (including fingerprints and facial image). … The PVC has security features that are not easily susceptible to counterfeiting.
On election day, the PVC and fingerprints of voters were to be verified with card readers. Possession of any counterfeit material will surely send you to jail.




How To Vote
Opening of the Polling Units:
On each Election Day, polling stations will open for Accreditation and Voting from 8:00 am to 2.00 pm. However, voters on the queue before the close of poll at 2:00pm will be accredited and allowed to vote.

Voting Procedure:
Voting at the polling unit will be as follows:

Step 1:

At the polling unit, join the queue. An INEC official will check if you are at the correct polling unit and confirm that the PVC presented belongs to you.

Step 2:

An INEC official will confirm if your PVC is genuine using the card reader. You will be asked to place your finger on the card reader.

Step 3:

An INEC official will ask for your PVC and confirm you are listed in the Voters Register. Your name will be ticked and your finger will be inked to confirm you have voted. If your name is not found you cannot vote.

Step 4:

The Presiding officer will stamp, sign and endorse your ballot paper. You will be given the ballot paper rolled with the printed side inwards and directed to the voting cubicle.

Step 5:

Stain your finger with the ink given and mark the box for your preferred candidate/party. Roll the ballot paper in the manner you were given and flatten it.

Step 6:

Leave the voting cubicle and drop the ballot paper in the ballot box in full view of people at the Polling Unit.

Step 7:

Leave the Polling Unit or wait if you so choose, in an orderly and peaceful manner, to watch the process up to declaration of result.

N.B: The result of each Polling Unit shall be pasted at the unit for everyone to see.

Your right as a voter:

On each Election Day, you have the right to:

Access the polling station
Receive information on the voting procedures from the poll officials
Vote in secret.
Responsibility of the Voter:

Obey all lawful instructions from the INEC and Security Officials on election duty.
Leave the polling unit or wait if you so choose in an orderly and peaceful manner.
Encourage other voters to do likewise.
