Likewise every emerging country that does so peacefully through a referendum has a period of transition wherein negotiations on trade, payoff, citizenship status, critical asset sharing and proper broundry adjustment are done. It is this period that issues of shared liability like loans are discussed. Realistically, Biafra has an obligation in the loan repayment.
