Okay let me put it in a laymans term for you to understand.

If a particular sector is in danger, then the government would have to suspend the normal procedure for things to get right

To my own understanding.
A state of emergency is declared when the people/ residents of a particular state are not taking actions needed to address the current situation, then a state of emergency is declared, the government closes the state offices and deploy national guards.
A state of emergency is not supposed to last longer than 14 days.
