If the plan for state governments is to continue building substandard stadiums with tracks all the time, the money can be better utilized maintaining existing stadiums ... I'm sure Akwa Ibom has at least 3 stadiums that need repair and maintenance including the Universities sports centres.

If you're talking about maximizing potentials, then repair and maintain existing stadiums, fund the football club(s) using the stadium.
