I submitted my business name application on the CAC website, made payments via remita.

I later got a mail from CAC. (Screenshot).

What do they mean by Status: Fail after I've been debited?

Since they say it is a failed transaction, contact your bank and report about it with the screenshot you shared as evidence so they can further trace where issues went wrong.
