What’s luck got to do with it: how Jonathan helped himself By Terfa Tilley-Gyado March 6, 2011 08:47AM He was only a candidate for vice president then but in 2007, Goodluck Jonathan took matters into his own hands — literally. According to US diplomatic cables leaked to the whistleblower site Wikileaks, and which were made exclusively available to us, Mr. Jonathan helped himself gain the vice presidency four years ago by voting illegally four times. The astonishing accusation against Mr. Jonathan, now a president seeking validation at the polls next month, came from Edo governor Adams Oshiomhole in a December 2008 briefing with US diplomats. According to Mr. Oshiomhole as reported in the US diplomatic cables, the court ruling voiding the supposed election of the ruling People’s Democratic Party (PDP) candidate for Edo governor and declaring Mr. Oshiomhole the legitimate winner would not have been possible without documentary evidence that Mr. Jonathan, among others personally rigged the election. Ima Niboro, the president's spokesperson, dismissed the claims as "silly" and challenged anyone to come forward with evidence that linked President Jonathan with electoral malpractice. "Why should the president vote four times? Go and ask Adams Oshiomhole to come out and tell Nigerians. I can't respond to WikiLeaks," he said. Oshiomhole's style and commitment to good governance are a refreshing reminder that Nigeria possesses competent and honest leaders who, with sufficient popular support, are capable of bringing change to Nigeria. End Summary. Volunteers Key to Success in Court ---------------------------------- 2. (C) On December 17, Pol-Econ Chief and PolOff called on the newly installed governor of Edo State, Adams Oshiomhole, at his offices in Benin City to discuss his recent success before the Appeals Court and the challenges facing his administration. Oshiomhole told PolOffs that he was able to successfully challenge the decision of the Independent National Election Commission, which had declared the Peoples Democratic Party candidate Oserheimen Osunbor the winner of the 2007 gubernatorial elections, in the courts because of the help of unpaid volunteers. He noted he had roughly 2,000 volunteers, who had worked at 120 polling places, and seven graduate students, who had systematically gone through ballots, result sheets and voter registration records line-by-line to produce documentary evidence of fraud. Oshiomhole told PolOffs that it proved impossible to use forensic evidence because of the poor quality of thumbprints and that claims of intimidation also proved difficult to prove in a court of law, but documentary evidence, such as proof that the "Vice President" had voted four times, for example, proved decisive in the courts. Osunbor Debts Totaled 10 Billion Naira (USD 77 million) --------------------------------------------- ---------- 3. (C) After roughly 18 months in power, the embattled PDP government left office on November 12, 2008 leaving behind debts of roughly 10 billion Naira (USD 77 million), the AC's Oshiomhole said. Oshiomhole claimed that the two previous PDP governments, which together held power for close to six years, had no proper government accounting or financial management systems in place. (Note: In addition, according to allegations in the press, former governor Osunbor stole one billion Naira (roughly USD 7.7 million) from the Edo State accounts in the less than 24 hours between the announcement of the Court of Appeals decision in favor of Oshiomhole and the latter being sworn in as governor the next day. End Note.) 4. (C) As a result, Oshiomhole sees his very first task as establishing a baseline of available resources, and a catalogue of on-going obligations and projects. He plans to bring in accountants and controllers from the private sector to set up proper financial management for the state. He also noted that civil servants report "no problems" when asked to describe the state of affairs in their areas of competency, but when he brings all the players in a certain area together in one room he can rapidly identify inadequacies, problems, and tensions. LAGOS 00000514 002 OF 003 Professionals not Politicians for Key Jobs ------------------------------------------ 5. (C) Oshiomhole told PolOffs that "politicians have too many obligations to their supporters" and are more conerned with making enough money to contest the next election than in delivering services; professionals, in contrast, are concerned about getting a job done. Oshiomhole therefore plans to appoint non-politicians as commissioners to the ministries of finance, economic planning, agriculture, infrastructure, and education, which he described as key. Contract Fraud is State's Biggest Problem ----------------------------------------- 6. (C) Oshiomhole said that his greatest challenge is not passing the right laws or creating institutions but filling posts with competent and honest people. He argued that the problem in Nigeria is "not the rules, but fraud." Financial resources, he said, need to be managed more efficiently. Instead of delivering only a few kobo (cents) worth of value on every ten Naira spent, government should deliver eight Naira of value on every ten Naira spent, that is an 80 percent return on expenditure rather than less than 10 percent. Likewise, he said, there was no value in transparent bidding and contract monitoring procedures unless the people responsible for awarding and monitoring contracts understand the technical aspects and fair prices of the purchased goods and services. Understanding the true price of goods and services will allow the state to avoid inflated contracts. Education, Agriculture, Infrastructure Priorities --------------------------------------------- ---- 7. (C) Oshiomhole told PolOffs that education is the pre-requisite for all development because without skills workers cannot find work and without work people are driven to crime creating the insecurity which inhibits investment and so development. He pointed out that most Nigerians cannot afford private education and it was therefore necessary to improve public education. Currently, he said, there are often only two teachers in a school where there should be ten or twelve. Teachers also frequently have to teach all classes in the same classroom. This inevitably results in a high rate of failure, he said, and so young people grow up very angry. 8. (C) Another priority of the Oshiomhole government is agriculture because this is where the bulk of the population is employed. Currently, he said, farming in Edo state is very primitive. The farmers are dependent on the weather and have no mechanization. Because of the bad state of the roads, they cannot bring their products to market. If they sell their products near their homes, no one has money so prices are low. During the military era, Edo had a number of model commercial palm-oil plantations. (Note: Other interlocutors, notably Chief John Odigie-Oyegun, the first civilian governor of Edo State, have told us they believe poverty could largely be eliminated in Edo State if every family produced the products of palm trees on a small scale in cottage industries. End Note.) 9. (C) Infrastructure development is likewise critical for development and employment, Oshiomhole said. He listed drainage to prevent flooding in the rainy season and the development of a mass transit system as two key components of infrastructure development. Electricity and potable water are others. 10. (C) Asked about press reports that claimed Oshiomhole had promised to create 10,000 new jobs in the next six months, Oshiomhole confirmed that he had made this promise. Asked where these 10,000 jobs would be created, Oshiomhole replied "there is so much to do" especially in education and infrastructure projects. Oshiomhole said that initially the state would pay workers to provide services, but at a later stage he believes citizens can be asked to pay for public services. Fighting Crime with Employment ------------------------------ LAGOS 00000514 003 OF 003 11. (C) One of Oshiomhole's personal assistants and long time associate in the Nigerian Labor Congress, Eustace James, reported to PolOff on November 19 that Oshiomhole wanted to create as many jobs as possible because he believes unemployment is the root cause of the crime in Nigeria. According to James, Oshiomhole believes that providing people with jobs will end the vicious cycle of violent crime and economic stagnation, and plans to invest in the economy not in guns for the police. AC Majority in State Legislature Critical ----------------------------------------- 12. (C) Oshiomhole's ability to fulfill any of his promises will depend in part on an AC majority in the State House of Assembly, where currently the PDP holds a majority and is thus in a position to thwart Oshiomhole's initiatives, according to James. However, the Election Tribunal ruled that four of fourteen mandates currently held by the PDP had been won by Oshiomhole's AC. As a result, control of the state legislature will pass to AC, if the Court of Appeals upholds the Electoral Tribunal's ruling as is expected in the first quarter of 2009. 13. (C) Comment: Oshiomhole faces immense challenges due to the budget situation left him by his predecessors combined with the huge needs of the state and the high expectations of the electorate. Nevertheless, Oshiomhole's style and commitment to good governance are a refreshing reminder that Nigeria possesses competent and honest leaders who with sufficient popular support are capable of bringing change to Nigeria. Guys I know GEJ is a tacit supporter of election rigging but he is not accused of rigging on this occasion . Some folks are wrongly or deliberately misinterpreting what Oshimhole stated . I have read the PDF of the wikileak and Oshiomhole does not accuse GEJ of cheating . He stated that the "vice president" voted four times in the Edo Guber election meaning that the name of a vice President appeared four times in the result. it is the same as "Mike Tyson" and "Bill Clinton" voting in Nigerian elections. |

I had always believed in Jonathan before he became president but with all his poor performances and misconduct that are beginning to come to light now he is nothing to write home about. |

Press Release Re: Jonathan voted four times in 2007 Our attention has been drawn to the above titled lead story of the Next on Sunday published on Sunday, March 6, 2011, which falsely alluded that the Edo State Governor, Comrade Adams Oshiomhole told some US diplomats in December 2008, that President Goodluck Jonathan voted four times as Vice President in the April 2007 election. We are completely at a loss how the newspaper came to that conclusion which is attributed to the highly controversial whistleblower site, Wikileaks and said to have been made exclusively to it. We wish to say that at no time did the governor ever made such a weighty allegation against President Goodluck Jonathan. It is obvious that there was a clear mix-up in the story as the person in reference is the former Military Vice President, Admiral Augustus Aikhomu, whose name was tendered in court as haven voted four times during the epic case to regain the mandate popularly given to Oshiomhole by the Edo people and not President Goodluck Jonathan. In addition, what was tendered in court was the electoral register bearing the names of voters in Edo State which had nothing to do with Jonathan who voted in Bayelsa. Why we still ponder over the import of the strange linkage to the President, we are particularly moved not to suspect that the newspaper is opening its flanks to the whims of mischief makers or some unscrupulous elements who deliberately wish to drive a wedge between Jonathan and Oshiomhole. We wish to place on record that there was no where either in the tendered court documents or the brief with the US diplomats where President Jonathan’s name featured as haven voted four times. We want to plead that the media should endeavour to verify its facts painstakingly before going to press in order to avoid causing unnecessary disaffection. Jonathan wants to retain his Job, Ribadu wants his job, Buhari wants his Job and all the progressives and regressives want to at least have a free pass to the seat of power!! And that is understandable! But it is very uncultured when for the sake of power, folks loose every sense of ethical rectitute like 234next has just done here! It is completely distasteful especially when it is coming from a respected journal like 234next! The saddest part is that Nigerians are a gullible bunch and would beileve any gibberish!! I have noted time without number that I support Jonathan for very simple reasons! Power Road map and pro private sector policy! I have gone past the stage of expecting a lot from any Government! Just an example- Fashola is the greatest Governor in this era and he has probably done his best! But truth is Lagos has barely changed! The grinding poverty is still the order of the day in Lagos! Lagos is still one of the filthiest places in the world! Life is still so cheap in Lagos! And all this is after four years of the best Governor the country has seen in recent times! That tells me something- For change to come to a society, it is not just fighting corruption that would bring that change! It is actually the change in the hearts of the people that is most critical for development! Buhari and Ribadu are selling their campaigns on fighting corruption and that surely doesn't cut it for me! Anybody expecting his candidate to change Nigeria in 4 years is living in a monkeys paradise!! We should be more realistic and objective in our expectations!! |

@Papa Pro Private Sector policy? Please read up on Oby Ezekwesili's writeup (somewhere on Nairaland) and you will see that a good private sector is not good enough, you need to fix the public sector first. The power road map is getting derailes or how do you explain him signing contracts on power station construction when that was meant to be done by the Private Sector. We need someone who is ready to clean up the public sector first and then we can have a good private sector. |

hercules07: thank you my brother !!! I am shocked at Papabrowne's naiveness . No genuine Nigerian should be that naive. We are the people used to empty promises . We have a terribly underdeveloped nation as proof of empty promises . Let us not forget that , on paper and pledge-wise , no Government has ever appeared bad . It is the sincerity and will to implement the solutions that have always been the problem of Nigeria. The formula we Nigerians must devise to gain leaders who will have the political will to get things done will include looking at the history of our leaders!!!!! We can't just pick individuals who have been mediocre their entire career and expect miracles because they have made promises!!! Do we never learn from the past? If his mediocre history is not bad enough , look at Jonathan's actions/inaction in office. The PIB is sinking further into obscurity everyday with millions being spent frivolously by those expected to do solid groundwork towards it expedited passage into law. No Sovereign wealth Fund many months after $1 billion was withdrawn from the ECA , as seed fund, for its inception. My brother , if everyone involved is on the same page of integrity and goodwill, why is the Sovereign wealth bill taking so long? How about electoral reforms? Two presidents (Yar Adua and GEJ ) have seen the Uwais panel recommendation that electoral offenders be punished and disqualified as a powerful deterrent against election rigging. What did Yar Adua do if not sanction the rigging of Oni back into power ? what has Jonathan done if not assist election rigging with how he worked for Uduaghans re-election? Is this the unacceptably slow and decietful pace we can expect from the GEJ Government if it gets 4 years? Now that they should have a point to prove , towards winning our votes, they are unacceptably slow and incompetent . How will they become when they have 4 certain years? Even the privatisation promise Papabrowne hinges his blind support on is already looking fraudulent with how it has already been diluted with insincerity as we are now seeing a regression towards the past with the FEC now doing a U-turn by awarding power contract when the same FEC had previously stopped all spending on power till a holistic privatisation roadmap , backed by law , is in place !!!How much more insincerity and blatantly duplicitous actions do folks like Papabrowne need to see before they realise GEJ is no different to past leaders who made promises they had no intentions of keeping? |

Gbawe: Without wanting to sound arrogant, it is easy for any reader to decipher btw me and you, who the naive one is!! Reread what you've just written and you will find that much of what you've placed at the desk of the executive actually belongs to the legislature!! And these are some of the problems I keep stressing that many Nigerians, yourself inclusive, by virtue of a lack of qualitative reasoning are failing to see!! I used the Fashola example to bring out a very candid point but you've chosen to ignore it!! Fashola is the best public servant of this dispensation, but after 4 years of Governance, lagosians are still experiencing grinding poverty, gutter type quality of living and the cheapest value for life you can find anywhere in the world!! The reason is that the work of development is collective and is the responsibility of all and sundry!! Fashola, just like Jonathan cannot solve many of the problems we are expecting them to solve! The Ezekwesili article brought out some salient points and I wish you have the capacity to understand what she has written in that article. Governance is a function of different arms! There is the executive, the legislature and the civil service!! Stop blaming the executive for what the legislature is failing to do!! |

Who controls the FEC (federal executive council) ? Who directed that spending on the power sector be stopped till a holistic road map on privatisation, backed by legislative approval, is in place? Who then did a U-turn that now sees the FEC approving hefty power sector contracts that means Government will have to continue being fully involved in the power sector? There is far too many examples of Jonathan failing as the C-in-C and the supreme executive administrator in Nigeria. You don't have the sincerity to acknowledge that and that is the problem with most fans of GEJ. Your feeble fin.ger pointing at the legislative arm is inane and illogical considering what we are all witnessing . Is it the legislative arm that was responsible for the serious executive 'padding' of the appropriation bill that raised protest? Is the Danjuma led PAC indicting the Legislative arm or the executive arm , led by GEJ, when they condemn the wastage and profligacy of the Government? When the PAC highly criticise the "unacceptable" amount devoted to recurrent expenditure I guess GEJ is blameless here also and it is the legislative arm we must look at. All the Unecessary appointments made by GEJ , and condemned by the PAC, are also the fault of the legislative ? If they know the Senate may feet-drag over the Soveriegn Wealth bill why did the GEJ Government show lack of foresight by still going ahead towithdraw $1 billion prematurely as seed fund from the ECA for a fund that has no legal ratification? why has Jonathan , as C-in-C , not ever attempted to allow the 15 majority legislators , illegally sacked by 9 legislatures in Ogun , to sit and carry out their legislative functions? Has Mr. President forgotten that democracy is about the will of the majority when he allowed the legislative illegality that took place in Ogun state to stand? Dude it is you , by far , who lacks qualitative reasoning. You are also self-decietful as you fail to acknowledge what is terribly obvious. I can go on , easily, to list several failings of GEJ as the C-in-C and head of the executive arm of Government but It wont make a difference , to someone totally devoted to individuals far more than to facts and logical analysis, same as one cannot get water out of a stone. I have lived in Surulere virtually all my time in Nigeria . Surulere has "changed" a lot , and is still changing, for the better under Fashola . Eric Moore road has never looked as it does now in the decades I have know it . Never !!!! Now it is a modern thoroughfare with pedestrian walk when it used to be a potholed riddled mess for as long as I can remember . Western Avenue is precisely the same . I never dreamt I would see it so beautifully constructed and efficiently well-lit from one end to the other. It is the same story for Bode Thomas Road . Do you know Adeniran Ogunsanya road is now being upgraded with proper guttering , pedestrian walk and middle demarcation ? I could go on !!! There is so many real and tangible changes Fashola has made Lagosians could only dream about before he came along . Only those totally beholden to individuals would dare say decietfully that "Lagos has barely changed" . Every single road in Lagos now has visible name plaques. this was done a few months into fasholas reign because the man , as per holistic logic, knew this was essential for town planning , order and road usage efficiency. How about all fashola's initiative that now sees lagos physically cleaner than it was before fashola? Do you even know the success fashola has achieved with the usage of PPP's? Have you seen the new ultra modern Tejuosho Market? Have you not , with your own eyes, seen work been done for the many lane highway and monorail line Starting from Eric Moore all the way to Badagry? Have you seen the work already begun in Badagry towards a masterplanned suburb that can ease the congestion in Lagos and , in itself, give rise to a "new Lagos? There is toooooooooooooo much to list and , as someone who is honest and knows Lagos (past and present) very well, I can say categorically that a lot has changed , physically and mentally, for Lagos . All for the better . Please desist from dishonesty and keep Fashola out of your arguement because it is an insult to say " Lagos has barely changed " to mitigate for how Jonathan is doing absolutely nada !! |
