How did he incite a tribal violence?

CCTV cameras could fish out these guys,undercover intelligence agents used to get these guys and get their sponsors. These attacks on specific government assets were obviously sponsored. The looting of shops are guys that can be picked by the snap of the finger if you are serious because they will sell or flaunt their loot.People took loans, local contributions. People need to know there would be consequences for such behaviour,serious consequences.
