Even if Buhari used the word regime, it would still have been a blunder. Regime means system of government. The US election did not change their system of government, which continues to be the democratic system of government.

Buhari is talking about how the US election allowed them to peacefully change their government even though the US is still practicing democracy.

Elections allows people to change their leaders, not their government.
