9. OFFICERS OF THE ASSOCIATION ⦁ NATIONAL EXECUTIVE OFFICERS
The National Officers of the Association shall be as follows:
⦁ President
⦁ Vice-President
⦁ Financial Secretary
⦁ Welfare Officer

⦁ DUTIES OF OFFICERS
a) The President: It shall be the President’s duties among others: i) To preside at every General Assembly and other meetings of the Association and the Executive Committee.
ii) To cause summoning of a General Assembly and other meetings either on his/her own initiative or in accordance with the decision of the Executive Committee or at the requisition of 5 members for summoning a General Assembly.
iii) To direct all other officers of the Association in the performance of their duties.
b) The Vice-President: i) The Vice-President shall in the absence of the President, preside at all meetings over which the President, by Constitution, has power to preside.
ii) He/She shall perform all other duties which the President, owing to ill- health, or absence or any other cause is unable to perform, or as shall be ascribed to him by the President, the Executive Committee or General Assembly
iii) In absence of the President, and the Vice-President, members of the Executive Committee present shall nominate one of the members to preside.
c) The Financial Secretary:
The duties of the Financial Secretary shall be as follows:
i) To keep proper record of all financial activities of the association ii) To reconcile and publish financial updates monthly iii) To do a weekly reminder of payment of dues and other financial obligations as would be required
D) The Welfare Secretary: The duties of the Welfare Secretary shall be as follows: ⦁ To act as mediator in grievances of members collectively and individually. ⦁ To maintain harmonious relationship among members and The Executive Committee. ⦁ To advice The Executive Committee and General Assembly on welfare issues. ⦁ To co-ordinate donations, messages and visits to members’ and families as the need may arise. (Birthdays, Anniversaries, House Warming, Condolences and other events where the participation or presence of the Association is deemed required by a member or group of members).
10. TENURE
a) Every officer is eligible to hold office for not more than 2 consecutive terms of 2 years each. This provision is without prejudice and does not deter an individual being elected for another office upon vacation of a previous executive position.
A person may also be re-elected to the same office after a break of at least one term.
11. ELECTIONS
a) The Election Committee of not more than 5 members shall be chosen by the General house and shall not include any serving member of the Exco, to conduct elections. The committee shall exclude serving officers. ⦁ The Notice of a General meeting shall be sent by the Secretary stipulating the positions to be declared vacant and open for election. ⦁ At the general meeting, all offices to be contested for shall be declared vacant ⦁ All intending contestants shall indicate their interest to the Electoral Committee at the general meeting. ⦁ The election committee shall announce the date of election (which shall be before the 31st of December) at the general meeting ⦁ A care-taker committee shall be set up to oversee affairs of the association before the elections.
⦁ On election date, members of the Executive Committee shall be elected at a General Assembly
h) Elections shall be conducted online on a specified social but secured platform which must be easy to access and affordable by all members.
i) Voting during elections shall be via a specified signal or emoji as may be determined by the Election Committee.
j) Election results shall be made available to the General Assembly within 15 minutes of the conclusion of voting.
k) Grievances shall be heard and deliberated within 2 hours of the conclusion of voting.
l) Where grievances remain unresolved within 3 hours by the General Assembly, it shall be referred to an ad-hoc committee of three (3) independent members who are neither members of the dissolving Executive Committee or participants in the disputed elections except as voting members and shall have no proven affiliations to any party in the dispute.
m) Where an executive office is vacant as a result of resignation, removal or any other emergency, the office shall be declared vacant. The declaration and the call for a bye-election shall be made by the Executive Committee.
n) Bye-election into a vacated office shall be undertaken in line with the provisions of sub-sections g, h, i, j, k and l above.
12. IMPEACHMENT
⦁ An elected officer may be impeached by the General Assembly through a vote of no confidence passed by the majority of members present. ⦁ A petition of misconduct or incompetence shall be made available to the General Assembly by an aggrieved member. ⦁ After deliberation by the General Assembly, a vote of no confidence may be called by the President as a final step in addressing the allegations against an officer. ⦁ The result of a vote of confidence is a final step in the arbitration of the allegations of misconduct and incompetence and cannot be appealed.
13. VOTING ⦁
All members shall have voting rights on all matters discussed at the General Assembly.
b) Voting in the General Assembly shall be by “yes” and “nays” / member’s name/emoji on the media page as deemed convenient for all members by the election committee
c) Abstinence from voting shall be indicated by the “Abstained/Name of Member
e) In a tie, voting shall be suspended for a minimum of 40 minutes before it is re-taken.
b) The President shall have a right to a casting vote in addition to his ordinary vote at General Assembly and Executive Committee meetings (not an election in which he/she is a contestant) of the Association.
14. SIGNATORIES OF THE ASSOCIATION
a) The President and Financial Secretary shall be signatories to the Association’s Bank accounts. b) The signature mandate for Association’s accounts shall be any two aforementioned signatories.
15. COMMENCEMENT
⦁ This Constitution shall come into effect on the ……..… day of ….2021
THE (PROPOSED) CONSTITUTION ST BARNABAS SECONDARY SCHOOL CLASS OF 1992 ASSOCIATION
1. NAME OF THE ASSOCIATION The name of the Association shall be St Barnabas Secondary School Class Of 1992 Association
2. OBJECTIVES OF THE ASSOCIATION The objectives of the Association shall be: a) To promote social interaction between its members b) To promote social interaction between its members and the society C) To promote the well being/welfare of its members
3. MEMBERSHIP a) Any person who enrolled at the School and spent at least one academic session with the Lass of 1992 shall be eligible for membership of the Association.
4. DEFINITION OF EXPRESSIONS ⦁ Financial year: This shall be our own calendar year (from january to December) ⦁ The law: provision of our constitution ⦁ Committee: Members nominated to carry out specific assignment ⦁ The House/ General House: general assembly where all members are present or majority are present
5. WELFARISM
(a) Welfare of members is a major objective of the association. Consequently, the association shall be under the obligation to support members in the following areas with recommended entitlements, subject to the approval of the General Assembly upon the recommendation of the President and Welfare Secretary: ⦁ Burial Ceremony N50,000 (proposed)
⦁ Serious Health Issues N50,000 (proposed) ⦁ wedding Aniversary (yet to be decided)
ai) The above amount is to be generated through donations by members. In an event of not reaching target goal through donations, the balance shall be sourced from the association purse aii) These benefits shall be approved only for parents, wives and children of members of the association who are deemed eligible in the fulfilment of their financial and other obligations to the association.
6) Monthly Thrift :
The association shall accommodate a monthly thrift collection/contribution scheme where each contributing member shall rotate a bulk collection of total sum per month. This however, shall not be compulsory. Only interested members shall key into it. The Thrift scheme shall be moderated by a Coordinator.
7. FINANCIAL OBLIGATIONS
(a) Monthly due: Every member shall be required to pay a monthly due of five hundred naira (#1000 or #500.00) per month into the association purse. This shall be used to fund major projects that the association shall find necessary. However, additional contributions may be sourced to compliment the weight of the purse. b) Benevolence: (Freewill/Voluntary contributions) are expected from group members. This is NOT compulsory. It shall be absolutely out of volition toward helping members in dare need which is not provided for under Welfarism above. 8. THE SECRETARIAT The secretariat shall be made up of the non-physical points of contact on social media, until otherwise determined by the circumstances of the Association or a decision reached by the Executive Committee/General Assembly of the Association. (i.e Whatsapp Group, Facebook Page, Website etc). It shall be coordinated by the executive council, headed by the president. 8i) QUORUM: For the online meetings. a quorum of 10 members shall be sufficient to commence a meeting while quorum for physical meetings shall be formed by a two-third majority.
Decisions reached by the majority within the minimum of 10 members or a two-third majority at such online or physical meetings shall be fully binding on the general house, provided that a notice of meeting is passed for a considerable period.
