If there is no solid evidence that a recount can make the election go for another opponent, the state will not sponsor it. So if you want a recount as a private individual you have to pay the workers yourself.

If however you have a case and take it to court, a judge can order a recount if there is enough evidence behind your case. Trump is just disgracing himself, several judges have thrown out his case for lack of evidence.

As at Monday 16th, Trump has dropped almost all high profile lawyers replacing them with small-time, long time loyalist. I am suspecting that the idea is to keep filing frivolous conspirary theory charges in court just to be dragging issues so that more funds will be coming in (something most serious layers will not be interested in).
