You have a legal refinery that swallows billions and refines nothing and illegal refineries that doesn't take anything but refines crude. My brothers, which of these two refinery is the terrorist. Why not find a way to make the illegal one legal and get control of it by all means to make sure its safe for the society or employ the hands that do illegal into the legal department.
