Don't conclude yet. Sometimes these guys can be very smart. Don't be surprised that the money get to Kenya in batches. They can easily get 10 different people to move cash between Nigeria and Kenya for a commission but that will be a little difficult when it come to moving the money to Saudi Arabia with more strict immigration policy

I do not believe the man was actually attempting to launder money. The Kenyans can be mischievous especially when a Nigerian nationality is involved. It's very nearly impossible to ferry such an amount without proper clearance internationally. Since he was headed for Dubai, it is most likely he was carrying that amount of money with a CBN clearance. Most people on business trips to Dubai can't carry sufficient cash so they rely on these guys who buy dollars from CBN in Nigeria and bring the money in cash to Dubai. You only simply have to pay your naira equivalent into their Nigerian account and you get your dollars/dirhams worth in Dubai.
