For Lagos to become like Tokyo, a lot of slums, shanties and substandard housing would have to be demolished. And any government that tries to do that would be considered 'anti-poor'. Very true, only Abuja, Kano (certain parts), Uyo, and Greater Port Harcourt can match the development in Lagos. Lagos is by far the most developed state in the country and I think it has to do with the vision of the past leaders, they kept politics aside and focused on development.
