When Raymond Reddington was released in Blacklist, they told the public that they released him because they want to study the law governing lethal injection. Which was how he supposed to be executed.

US I know will never release a terrorist for any reason. I suspect that they want to use him to get some insight into the deep activities of the terrorists.
