I think the hospital should have allowed them to go home but signed an undertaking in the presence of a lawyer, leveraging on the fact that the man is a pastor. The hospital should then get the full contact details, including their relatives and made them agree on a payment term.
Keeping them indefinitely in the hospital will only compound the already compounded situation.
