I just heard from one of the commissioner at the FCC that there are some states with no representation at all in the NCDMB and according to their agreement with the board, those states will be considered this time around along with others.

Is very possible. NNPC recruited 25 gt per state in the last recruitment. NCDMB has extended its hand in many JV now and will need more hands.

I don’t think their 17 storey building is a factor in this recruitment. They are just going to employ the number of staff they need and most likely rent out over 60% of the space. Eg UBA building is not 100% occupied by UBA, there are several other organizations in it.
