But at the same time your society needs to favour an inclusive culture, I understand your cultural view on immorality and it must be respected but at the same time your government must make move to show their states are welcoming to people of different cultural orientation, you can't build your cities alone. You need to relax some laws and make your people less touchy about cultural, most especially religious issues.

If the north want to grow it must make moves to show that they are an inclusive society, even if such moves are just propaganda moves. Well educated, highly skilled individuals, rich capitalist, that would have contributed positively to your society may be scared of news like this, destroying alcohol, demolishing buildings, all because of what a larger population will count as reactionary doesn't paint your cities in a good light.
