Proposed venue with flyers printed promoting the event is not the same as "rumoured".

No Flyers for the said event was posted on the building, or any where near it..
And they didn't confirm from the managers of the hotel (either directly, or in a coded way) that such event was actually booked to be held there.
They should have waited until the event might have started, so that they can catch them in the very act.
Someone that is still thinking of doing something, cannot be judged that he had already done it.
