From what I saw, a well orchestrated tunnel, fit enough to accommodate a lot of people. One can say that the government knows about that tunnel. Some people were caught there and burnt alive.

We now realize why the streetlights in that side doesn't work. Within that axis, the streetlights were delebrately turned off.
For years, there's been a rise in mad men and women patrolling that area. Now it all makes sense. One can say those mad men were payed agents to watch out.

Lastly I'll say Lagos is becoming too small for heinous crimes.civilisation at best.

Govt must have done it years before the area blew up, so most aren't aware of the construction, maybe it was for drainage and they chose to abandon it, thugs in the area took advantage of the space
