Well he played his part but didn't give his best to the work, if not all this issues of soldiers coming up and saying soldiers are not well taking care of in the battle front and the issue of lack of equipment to fight the war won't have arose if he was serious with his work.

I agree. That the Army hasn't totally wiped them off, doesn't mean you haven't recorded humongous successes. That for at least 2 years now, BH has been largely unable to make and plant bombs everywhere like they used to, is a sign of your measured success.
Which is easier; planting a bomb that might take at most 30 minutes or beheading people for 4 hours on a go
