The Fiscal Policy Partner and West Africa Tax Leader at PricewaterhouseCoopers, Mr Taiwo Oyedele, has said the Federal Government has no business taking loans to build rail lines as it has been doing.

He said the government should instead put in place the right regulatory and policy environment for private sector players with the requisite capacity to invest, given the viability of rail transportation.

The Federal Government had taken loans running into billions of dollars from China to build rail lines across the country, including the Lagos-Ibadan rail project, among others. Government had been heavily criticised over the loans, as there were concerns that the action was plunging the country into huge debt.

While justifying the loans, the Minister of Transportation, Mr Rotimi Amaechi, said on July 31, 2020, “When we stop collecting the loans, then we will stop developing because there is no money. Before we came, the money had been blown. There were no funds.”

The House of Representatives had delayed the approval of a fresh loan from China for the projects over the sovereignty clause in the loan agreement.

But in an interview with our correspondent, Oyedele said, “This whole idea of government borrowing to do rail, in my view, is a wrong priority, because rail is commercially viable. Just create the policy environment and the private sector will do it. The private sector does rail, ports, airports in different countries.

“Look at power; since I was a child they have been talking about power, whereas electricity is not rocket science. If you fix the regulatory and policy environment, the companies like Siemens, General Electric have billions of dollars and they are looking for where to invest.

“With COVID-19 pandemic, there is $19tn of investment around the world that is earning either zero per cent or negative return. If you invest in Nigeria you can make double digit returns, so why are the investors not coming in? It’s because the environment is not conducive.”

He said if the government makes the environment conducive, 90 per cent of the country’s infrastructure need would be solved by the private sector and that the government would only need to worry about the social infrastructure that are not commercially viable.

“But our approach is always to budget and borrow to fix infrastructure, part of which would go into corruption,” he added. “At the end of the day, they vote N10bn to construct a N2bn road; the remaining N8bn would have gone into private pockets, yet they won’t complete the project. The next government would say it’s not their project, so they would abandon it. We can’t develop infrastructure like that.”

Oyedele also stressed that the government needs to respect contracts and that the judiciary should ensure that there is speedy justice delivery to assure investors that disputes could be resolved timeously. “If you violate our contract and I go to court, I shouldn’t spend 15 years to find out whether I was right or wrong, but this is what happens in Nigeria,” he added.

He said the uncertainty around some policies of the Central Bank of Nigeria could also discourage investors, adding, “CBN could say from now on, you won’t have FX from official channels to buy certain items. Those things don’t help. People would invest in Nigeria and you would say they cannot buy dollars to repatriate their dividends. Those things don’t help.”

He said 90 per cent of the problem with investment in Nigeria had to do with the policy environment, adding that the remaining 10 per cent had to do with attitude and corruption.

Nigeria as a nation is finished, no thanks to the northerners that drained the country of it's entire resources during the military era. They have made sure that the country Nigeria would always be a laughing stock and they do this by always placing mediocrities in the public service and government offices.

As if that wasn't enough, they invented Boko Haram as a means of siphoning our Oyel money from the south. These northerners can destroy Switzerland or USA in a week if given the opportunity to govern such strong systems.

They keep breeding like rabbits just to keep winning elections since your democracy is based on numbers and not ability. The electoral college system of the US should be implemented here ASAP or better still, let's divide.

Well, the same old private sector hasn't been investing in rails

Let's be honest, railways needs a lot of money. And the truth is, we haven';t had the money we need. So, we take loans.


The problem is that the government isn't ready to get us off oil or get us off the kind of economy we run...selling raw materials and using the cash to import. We need the economy to be reformatted to being productive enough to give us the kind of revenue we need to avoid borrowing.

Yes, and the uncertainty is happening because the basis of our dolalr earning is oil, and when oil prices stay too low, as has been happening since 2014, CBN has no choice but to restrict dollar flows, or else we would end up being as broke as Zimbabwe.

Such a shame... In truth, they're only borrowing because that kind of money is easier to loot... No real audition is done in comparison to the nation's own bank.

Two the demand must be important and very high to warrant such

Lagos Abuja , lagos port Harcourt via onitsha ....are the only routes that requires a rail way now

Simple and straightforward analysis
However, they will borrow to build, later sell to themselves at discounted price claiming mismanagement of govt properties. They will still give them intervention fund to do the business.

They create one policy for Dan gore n their cronies and create another policy for others

It amazes me whenever Amaechi talks about money blown away. I can remember vividly that he was part of those that said they should share the money in the excess crude oil account. He was among those that took FG to court because of the money.

What did he do as the governor of Rivers state with the excess crude oil money?
