There's a state Government transport caretaker committee headed by a lawyer which is in charge of motor parks. They are the ones who collect these fees.

He banned them because they didn't accept the person he picked i.e IYERU, so he for park and garage committee which IYERU collect tickets dues, leaving nothing for the NURTW, so to appease him another person was picked to be the state chairman, now he issued directives that still they are not wanted at the garage.
