Incompetent? Not at all. The power was out as a result of natural disaster. The other facilities were damaged too. But he went haywire on the residents.

Well, Trump has been booted out from the Oval Office. So, there are consequences for one's actions. You have to remember that Trump is not a politician. He doesn't understand the concept of taking responsibility. He's always been this way even before he became President. We should accept mediocrity simply because another country tolerated it.
