Yes, you can graduate even when you failed a course in 400L because most school will waive a course at this level. You can also apply for a waiver, it's in the school handout. Read well and see the loopholes to tap from.

Yes nah, my very good friend currently with NBC failed a 4 unit load course in 200l, but on writing it over again, he blasted an A, but all through his days in engineering then, he had all As from 100l to 500l, with probably few Bs, then he now proceeded for his masters in UK on scholarship. So very much possible, it's what you have after retaking the course that matters.

If you can make 'A's in 90% 0f all the courses offered, you will have 1st class regardless what grade you have in the remaining 10%.
