Yes, but not a refinery as big as the Port Harcourt refinery or the Dangote Refinery (the latter cost nearly 10 billion dollars initially)
Add 500 km pipeline and a fertilizer plant to the latter.

Exactly (I modified my original post). Dangote is not just building a refinery, there are addendums (If I got them right, they are generating power there too)

All of the above are the 'legalized' ways every govt diverts funds. If the govt was really serious about getting the PH refinery back on track its quite simple how to do it. Concession it to a private company, let that company raise the funds and carry out all the work to get the refinery operational, and then they run it for a fixed number of years to make back their investment and profit. They will never do that of course, as they just want to divert the money into their pockets.

Inasmuch as I commend this venture I would have opted that this money be judiciously used to invest on Modula refinery which will engage the youth and take away their focus on vices for the total benefit of Nigerian economic prosperity.

Nigeria is a huge SCAM that needs to end ASAP! OBJ sold those refineries in 2007. Some thieves went to deceive Yar'adua to reverse the sale that OBJ was selling our commonwealth to his friends. Between 2007 and now none of the refineries have worked, hundreds of billions of dollars have been spent on the refineries without producing any fuel, Turn around maintenance, paying staff for doing nothing etc! The word fraud should be replaced with Nigeria. Now another 1.5b USD will be spent on a moribund refinery! This is same country that has no quality hospitals, no good schools, poorly funded police. Cursed be Lord Lugard and his generation for bringing this evil on us!

spending so much money rehabilitating refinery that cannot function even at 50% capacity. The only project NNPC has been carrying out since 2010 is rehabilitation of refineries

A plan has been laid out to make it work, this also includes inviting the people/company whoi built them in the first place.

With great effort and determination we can make it work. This government has shown in the past what it takes to make things work


Can we bet money? 200k each...... If it gets completed as scheduled you take the money otherwise you lose.

With the plan to deregulate (hopefully they are telling the truth this time)....it would incentivize spending on the refinery since deregulation means fuel would be earning enough of a profit for the refinery to work.

Then we waste billions of dollars importing fuel. A working Port refinery=saved billions in dollars that won't go on importing fuel...plus we could be exporting fuel from there too.

Nigeria is a scam. these refineries were sold by OBJ in 2007 some criminals went to convince Yaradua to cancel the sale cos they claim OBJ sold to his friends. 15 years after these refineries have not produced any fuel yet hundreds of billions of dollars have been spent on turn around maintenance , bogus salaries and allowances for staff producing nothing. Now they want to spend another 1.5b usd on a moribund refinery. Nigeria is a huge crime scene! I am tired.

The process of TAM (Turn Around Maintenance) in NNPC is a money making, perennial ritual. I'm talking from experience. There's nothing major being done, it's chop money and back to square one
