The only reasonable situation you would insist on not paying ransom, is if you have the means and resources to secure the release of the kidnapped Victims!
Nigerian Govt, as we have seen, has No means, (military or otherwise), No Political Will and No intention of securing the release of the kidnapped Victims, especially if like Leah Sharibu, she is a Christian or a Southerner, as we have seen with most of the GreenHills University.

You pay Kidnap Ransom, if you cant secure the Victim's release but you ensure you kill the Kidnappers.
That way, no one wants to be a kidnapper, knowing they have no escape and would be killed by Govt, las las.

An American Govt on the other hand, despite having the resources, military capability and political will to rescue any American that is kidnapped, still negotiates with the Kidnappers, if it is THE ONLY WAY to save the life of the Victims.

Buhari should stop surrounding himself with all these Terrorist-enablers and financiers, at the expense of the life of Nigerians.
We have seen the Video of El Rufai, in 2014 or so, where he was abusing former President Jonathan for not negotiationg with terrorists, to secure the release of some kidnapped Victims but now that he is Governor of Kaduna State and because the Fulani Herdsmen-Kidnappers are focusing mainly on Christians in Southern Kaduna, the Jihadist Governor is suddenly reversing himself and posturing "I dont negotiate with Kidnappers", while doing nothing to secure their release!
Meanwhile, he secretly withdrew his own Child from Public School, less he be kidnapped for ransom.

The Killer, Fulani Herdsmen that Buhari and El Rufai imported into Nigeria are responsible for over 90% of the insecurity in Nigeria, as of today
