How would it be known that ransom was paid where security agencies are unable to rescue victims or identify the criminals?

Lately, it's alleged that many state governments have been paying ransom secretly to bandits. It's better to save lives and lose money than do otherwise.

Until the security agencies are able to handle the worsening Insecurity in Nigeria, government at all levels must continue to pay ransom to secure the release of innocent victims.

same way lagos and some other state are proposing laws to tax people with wells and boreholes in there premises. same water they can't provide.
individual spent lot to provide for themselves same resources your government is meant to make available even when it will come with a cost. I know you will soon make laws against alternative energy users.

That can only be effective when security is beefed up beyond ethnic/religious /socioeconomic divides.

and kidnapping groups or perpetrators are penalised visibly to dissuade others from criminality.

Then people trust that the system works.

Given the poorly veiled genocide that has ravaged this country for the past 2-3 yrs,
Expecting people to trust this highly partisan government, is foolhardy.

Going after the kidnappers have never stopped kidnapping, the only way to stop it is to stop it from being lucrative..Do you know if we continue paying ransome it will reach a point family members will start kidnapping family members just to raise funds ...Drop the the emotions please

The Senator made some very good points. The amount paid as ransom to kidnappers is highly exorbitant. This has led many into kidnapping because they see it as a very profitable venture.

So you should gamble with peoples lives in the hands of the incapable security forces... If people who pays ransom gets 15 years how many years will kidnappers get and corrupt politicians get?
