On daily basis, people are being kidnapped here.......some are being killed instantly, while Ransom are paid on others.

So Delta State is on level 4-high risk whereas Niger state where Boko Haram and bandits are presently holding sway of some local government areas is on level 3-medium risk!

The irony of the whole scenario is that if constitution permits Buhari to contest the third time, Northerners will still vote for him en masse. Very shocking revelation!!!

On what ground did they assess & give Enugu 4 & Niger 3, did they smoke Ibadan weed while doing Enugu.

Niger kiddnaping and killing is happening almost every 3 days in different parts of the state is 3, may be na solution they take.

Don't mind them Enugu State that is peaceful is Level 4 and Niger State that is a terror zone jihad, kidnapping here and there is Level 3.

They just want to paint South East black the same way they did to Rivers and Delta state that made almost all the Oil and Gas companies to leave. Their evil plans won't work. NEVER!!

Is it not the same Lagos where a mere local government elections produced several casualties? I will choose Ondo over Lagos for its relative peaceful atmosphere, or is it only Fulani's herdsmen attacks that they use to categorize the security risks, what about street robbery, gang and cult clashes common in Lagos?

I'm not sure of that. No state in Nigeria can be in baseline why because there some irregularities happening within each states and can escalate to threat. Lagos can still maintain blue level because of there security Alertness and proactive measures in emergency situations.
