People who have worked in a formal setting would know ideas including names can come from anywhere and may be adopted into official process. The colonial administration aren't any different.

You need better education regarding intellectual property and colonial administration.

Even though you turned logic on its head, let us assume you are correct regarding IP(you aren't):
If there is anything like IP in country naming, the entity who formalised the name would be
the claimant, in this case , the UK monarchy, not some administrator named Lugard.

Even in business, you don't go looking for who to pay. Any claimant have to make move themselves
