If anything, the very opposite is true - in a purely merit-based system, Fulanis probably wouldn't place in the top 500 posts in the entire country. Based on publicly available exam scores, how many of them would make it into unity schools or universities without "federal character" (aka quota system) to hold back the flood of far stronger southerners who take up all the places? How many Fulanis has anyone heard of earning scholarships to Oxbridge or the American Ivy League? How many Fulanis can be found on the payrolls of international companies like oil firms and investment banks, let alone in Silicon Valley software companies?

Buhari's belief that "merit" has anything to do with the prominence of Fulanis in his cabinet is of a piece with his claim that Twitter is what is threatening the "corporate existence of Nigeria", in that both are evidence of an ignorant, sectarian mind incapable of grasping reality. He prefers to substitute what he wishes were true for what is true - his own people are among the least qualified to be in public service, and his own inane economic and security policies are responsible for the raging insecurity and rising separatist agitation.
