After many years of conflict between farmers and herders in various parts of Nigeria, the 17 southern governors agreed on May 11 to ban open grazing of cattle throughout Southern Nigeria. They noted that development and population growth has put pressure on available land and increased the prospects of conflict between migrating herders and local populations in the South. Given this scenario, it becomes imperative to enforce the ban on open grazing in the South.
However, Abubakar Malami, the Attorney General of the Federation, was the first to criticize the position of these governors. He said the decision is not in tandem with the provisions of the Nigerian Constitution. Hence, it does not hold water. It is about constitutionality within the context of the freedoms expressed in our Constitution. Can you deny the rights of a Nigerian?
Also, the presidency in a statehouse press release shared the same line of thought with Abubakar Malami. They stated unequivocally that the governors' resolutions provided no solution to the country's long-running herder-farmer conflict.
The federal government can be justified using the existing anti-open grazing law in Benue state, which has yielded little or no result in curbing the farmer-herder crisis as a case study. On the other hand, the 17 southern governors are backing their resolutions with a restructuring call that will usher in state police to enforce the open grazing ban.

Our darling President said that governor's should do their work instead of coming to him to beg. So if the south say no to open grazing, then it's justified.
